摘要
科研项目全过程管理是一种介入型管理模式,注重项目执行过程、科研产出效益和项目承担主体的能力评价。文章基于项目管理部门的角度,对科研项目目标管理的概况进行了介绍,分析了目标管理模式存在的不足和科研项目全过程管理的特点,并对科研项目全过程管理的必要性进行了阐述。
The whole process management of scientific research project is an intervening management model, which pays attention to the evaluation of the project execution process, the benefit of scientific research output and the ability of the project undertaker. Based on the perspective of project management department, the general situation of objective management of scientific research projects was introduced in the paper. The deficiencies of objective management mode and the characteristics of the whole process management of scientific research projects were analyzed, and the necessity of the whole process management of scientific research projects expounded.
