摘要
[目的/意义]引入"嵌入式"概念解释智库在决策咨询服务既保持相对独立性,又深入政府决策咨询全过程的服务模式。[方法 /过程]分析嵌入式决策咨询服务的4种模式:政策过程嵌入、决策咨询流程嵌入、决策咨询场景嵌入、政策共同体圈层嵌入,寻求智库发挥"外脑"作用,与政府"内脑"协同研究的模式。[结果 /结论 ]智库做好嵌入式决策咨询服务要注重品牌宣传、准确定位自身服务层次,将重心下移,产生多样化的智库产品及传播渠道,并重视质量控制和文档管控,增强自身实力的同时注重提高服务意识,解决好政策研究与对策咨询服务的衔接问题,发挥新型智库在治国理政中的作用。
[Purpose/significance] This paper introduces the concept of "embedded" to explain the service mode of think tanks in decision-making consultation service, which not only keeps relative independence, but also goes deep into the whole process of government decision-making consultation.[Method/process] It analyzes the four modes of embedded decision-making consulting service: policy process embedding, decision-making consulting process embedding, decision-making consulting scene embedding and policy community circle embedding. It seeks the mode that think tanks play the role of "outer brain" and cooperate with the "inner brain" of the government.[Result/conclusion] In order to do a good job of embedded decision-making consultation service,think tanks should pay attention to brand promotion, locate their own service levels accurately and shift their focus downwards, produce diversified products and communication channels, pay attention to quality control and document control, enhance their own strength and at the same time pay attention to improving service awareness, solve the convergence of policy research and countermeasure consultation services, and give full play to the governance of new think tanks.
