摘要
矿产资源资产产权制度是矿政管理的基石。本文在厘清产权定位和作用的基础上,分析了矿产资源资产产权的内容和管理内容及其运行机制;同时,梳理了我国矿产资源资产产权改革的主要成绩及存在的问题,并从健全矿产资源资产产权体系,加强产权管理和救济、明确产权主体,加快协调处置保护区和矿业权重叠问题、完善多元化退出补偿政策,构建矿产资源资产产权监督管理体系等层面提出完善我国矿产资源产权制度的建议。
The property right system of mineral resources assets is the cornerstone of mine management. On the basis of clarifying the orientation and role of property rights,this article analyzes the content,management content and operating mechanism of the property rights of mineral resources assets. At the same time,the main achievements and existing problems of the property rights reform of China's mineral resources assets have been sorted out. The property rights system of mineral resources assets has been improved;property management and remedies have been strengthened to clarify the main body of property rights;and the issue of supervising the overlapping of protected areas and mining rights has been speeded up,and the diversity has been improved. The withdrawal of compensation policies;the establishment of mineral resources assets,property rights,supervision and management system,and other aspects proposed to improve China's mineral resources property rights system recommendations.
