摘要
面向土地、矿产、森林等国土资源执法监察工作信息化、高效化、规范化需求,充分利用互联网+、卫星遥感、无人机、手机终端、微信平台、CORS高精度位置服务等现代测绘手段,构建了空天地一体的国土资源立体监察新模式。通过探索省市县乡四级执法监察信息互联互通、执法监察与国土资源其他业务工作的互联互通,研发了四级联网管理系统、移动动态巡查App、微信公众举报平台、执法核查系统等,规范了执法监察工作的业务流程。旨在提供信息化条件下执法监察协同监管服务,全面提升国土资源监管能力和执法水平,实现违法案件的常态化监测和高效化处理。
This paper is aimed at the informatization,efficiency,and standardization of land and mineral resources,forestry,and land resources law enforcement inspections work,making full use of modern mapping methods such as Internet+,satellite remote sensing,drones,mobile terminals,WeChat platforms,and CORS high-precision location services.Through the exploration of the interconnection of provincial,city,county,and township four-level law enforcement supervision information and law enforcement supervision and other land and resources business operations,a four-level network management system,mobile dynamic inspection app,WeChat public reporting platform,law enforcement verification system are developed.It regulates the business process of law enforcement supervision.The aim is to provide law enforcement supervision and coordination supervision services under the conditions of informatization,comprehensively improve the country’s land resources supervision capacity and law enforcement level,and implement regular monitoring and high-efficiency treatment of illegal cases.
