摘要
社区居家养老作为养老服务体系的重要组成部分,对其分析必然离不开对养老服务政策变迁的考量。文章以1982年以来全国人大及中央部委发布的57份涉老政策文本为研究对象,在进行描述性统计和对内容进行分析的基础上对社区居家养老服务发展的演化路径及特征进行研究。研究发现,社区居家养老政策发展受老龄化形势和五年规划思维影响显著,政策重视程度不断提高,政策效力有待提升,部门协同应对老龄问题成为常态。同时,我国社区居家养老政策的发展可划分为五个阶段和五大演化特征。此外,社区居家养老的发展还需加强政策试点、进行经验总结进而不断完善政策。
As an important part of the elderly service system,community home-based aged care is inseparable from the consideration of the policy of old-age service. This paper takes 57 texts of the old-age policy issued by the National People's Congress and the Central Ministries since 1982 as the research object. Based on descriptive statistics and analysis of content, this paper studies the evolutionary path and characteristics of the development of community-based aged care services. The study finds that the development of community home-based aged care policy is significantly affected by the aging situation and the thinking of the five-year planning. The degree of policy attention is constantly strengthening,the policy effectiveness needs to be improved,and the department's coordinated response to the ageing problem becomes normal. At the same time, the development of China's community home-based aged care policy can be divided into five stages and five major evolutionary characteristics. In addition,the development of community home-based aged care still needs to strengthen policy pilots,sum up experience and continuously improve policies.
