摘要
就业是民生之本,就业政策对我国大学生发展具有重要的导向作用。基于罗斯威尔(Rothell)和泽格菲尔德(Zegveld)对政策工具的划分,本文从政策工具和人力资源管理两个维度构建分析框架,对1950年至2017年之间我国高校毕业生就业相关的58项中央政策进行文本量化分析。研究发现我国高校毕业生就业政策在政策工具体系、人力资源管理环节体系中存在缺位、不足与过溢的问题,据此提出健全政策工具体系、全面综合发挥人力资源管理各环节作用、构建基于大数据的高校毕业生动态就业政策体系的建议,为提升我国数字政府治理能力与治理水平提供理论借鉴。
Employment is the foundation of the people’s livelihood. Employment policy plays an important role in guiding the career development of college students in China. Based on the policy analysis framework by Rothell and Zegveld, this paper constructs an analytical framework from two dimensions, i.e. policy tools and human resource management, and analyzes 58 items of central policy text related to the employment of college students in China from 1950 to 2017, using the textual and quantitative analysis method. According to this analysis, this paper shows the vacancy, deficiency and excess of the employment policy of college students in the policy tool system, the human resources management link system. On this basis, we put forward targeted policy recommendations, such as improving policy tools system, taking comprehensive steps to make the human resources management in all aspects work at full capacity, and constructing a dynamic employment policy system for college graduates based on big data. It provides theoretical reference for the government to improve the capacity for digital governance in China.
