摘要
目的探讨委托煎药质量监管共享模式的内涵、特点及开展形式,为委托煎药质量的监管提供参考。方法采用SWOT法,并结合中医药发展背景,分析委托煎药质量监管共享模式的优势、劣势、机会和威胁。结果与结论委托煎药质量监管共享模式的优势为节约资源并可实现可持续监管;劣势为权威性不足,药企人员业务素质良莠不齐,中药煎煮流程复杂;国家对中医药发展的扶持、政府部门的认可及信息化技术的发展,可为该模式的发展提供机会。建议委托煎药质量监管共享模式在未来发展中提升监管力度,实施信息化管理,以问题为导向,不断创新监管方式。
Objective To investigate the connotation,characteristics and forms of the sharing mode about quality supervision of traditional Chinese medicine(TCM)trust-agent decoction,in order to provide reference for the quality supervision of TCM trust-agent decoction.Methods Based on the SWOT method,and combined with development background of TCM,the strengths,weaknesses,opportunities and threats of sharing model of quality supervision of TCM trust-agent decoction were analyzed.Results and Conclusion The advantages of sharing mode about quality supervision of TCM trust-agent decoction can save resources and achieve sustainable supervision,the disadvantages were lack of authority,uneven professional quality of personnel in pharmaceutical enterprises,complex decocting process of TCM.The support of the state for the development of TCM,the recognition of government departments and the development of information technology can provide opportunities for the development of this model.It is suggested that we should enhance the supervision of the sharing model about quality supervision of TCM trust-agent decoction in the future development,implement information management,and constantly innovate the supervision mode with the problem as the orientation.
