摘要
"冰上丝绸之路"是中俄在俄罗斯远东及北极地区的"一带一盟"对接的战略协作的产物和合作的新亮点。共建"冰上丝绸之路"主要作用在于开辟北极海上通道、开发俄远东及北极地区资源和进一步拓展中俄等国家的合作领域和范围。黑龙江省在"冰上丝绸之路"建设中应准确定位,利用好对俄前沿的地缘、区位等优势,发挥"桥头堡"和"枢纽站"等作用,关注气候条件、东亚与北欧贸易往来货源不足、地缘政治博弈影响等问题,结合黑龙江省经济现状及产业发展水平,拓展人文交流与合作,完善空间布局,坚持全方位开放,深化产业结构调整,与"冰上丝绸之路"实现对接和融入,为黑龙江省经济发展和全方位对外经贸合作提供更多的发展机遇。
The"Silk Road on Ice"is a product of strategic cooperation and a new bright spot of cooperation between China and Russia in the Russian Far East and the Arctic region.The main role of the"Silk Road on Ice"is to open up the Arctic sea corridor,develop the resources of the Russian Far East and the Arctic region,and further expand the areas and scope of cooperation between China,Russia and other relative countries.In the construction of the"Silk Road on Ice",Heilongjiang province should accurately orientate itself,make good use of its geographical and regional advantages as a province to Russia's frontier,give full play to the role of"bridgehead"and"hub station",and pay attention to factors such as climate conditions,trade and supply insufficiency between East Asia and Northern Europe,and the impact of geopolitical game.In the light of Heilongjiang's economic situation and industrial development level,the province could expand cultural exchanges and cooperation,improve the spatial layout,adhere to all-round opening up,deepen industrial restructuring,and realize docking and integration with the"Silk Road on Ice",so as to provide more opportunities for the economic development and all-round foreign economic and trade cooperation.
