摘要
文章认为牧民定居极大地改善了牧民的居住和生活环境,对草原生态环境改善、牧民子女教育以及牧民生活水平的提高都有极大的帮助,已成为牧区建设小康社会、维护民族团结和社会稳定的重要保障。然而在"生产方式更新"及"生活方式转变"的过程中,也有部分定居牧民碰到了一些新问题、新困难。针对牧民定居中存在的新困扰和新困境,通过对Y市"L定居点"的调研,作者提出应在定居点加大政府统筹力度,综合施策,建立劳务输出机制,以解决就业困境,提高人工饲草料地的收益并为牧民增收创造条件,提供生活便利。
Herdsmen's dwelling conditions and living environment were improved greatly through settlement which plays a big role in improving grassland ecological environment,education for their children and their living standard.Herdsmen settlement has become an important guarantee for construction of a well-off society in the pasturing area,keeping ethnic harmony and social stability.However,some of the settled-down herdsmen are facing new problems and difficulties regarding the transformation of production mode and lifestyle.The author,based on research on the Settlement Point L in Y city,Xinjiang,proposed to solve these problems and difficulties by making more government efforts for planning and establishing mechanism of labor transfer,increasing earnings from artificial forage fields,creating conditions for growth of herdsmen's income and presenting living convenience.
