摘要
基于2015年全国31个省、自治区、直辖市的相关统计数据,运用DEA与SFA相结合的三阶段模型,对中国农业保险精准扶贫的效率进行了测度和分析。分析结果表明中国不同地区农业保险的精准扶贫效率存在一定差异,且固定资产投资会对扶贫效率产生负面作用。在剔除外部环境的干扰后,农业保险的扶贫效率提高了约3个百分点,地区差异缩小了20%,但中部地区农业大省的扶贫效率仍比较低。这说明了当前农业保险政策的制定要做到因地制宜,针对各地尤其是各农业大省的实际情况,提出相应的治理方法。
This article is based on the statistics of 31 provinces,autonomous regions and municipalities directly under the central government in 2015.Based on the three-stage model combining DEA with SFA,the efficiency of precision poverty alleviation of agricultural insurance in China was measured and analyzed.The analysis results show that there are some differences in the efficiency of the targeted poverty alleviation in different regions of China,and the fixed asset investment will have a negative effect on the efficiency of poverty alleviation.After eliminating the interference of external environment,the agricultural insurance of poverty alleviation efficiency raises about 3%over the previous time,and regional differences reduce by 20%,but the efficiency of agricultural province in central China are still relatively backward.This indicates that the current agricultural insurance policy should be formulated according to local conditions,and the corresponding governance methods should be put forward for the actual situation of all regions,especially the major agricultural provinces.
