摘要
归纳了内蒙古地区居民电子健康档案管理中存在的安全性不高、共享不畅通、法规不完善、隐私保护意识不强、居民认知度不高、入户调查困难等问题。结合内蒙古地区居民电子健康档案发展现状及特点,提出重视信息安全、促进互联互通、改善政策环境、加强隐私保护、提高认知度、提升工作人员综合素质等一系列针对性解决措施,旨在逐步建设、完善居民电子健康档案系统,方便群众看病就医,规范医疗服务行为,提高医疗服务效率和质量,最终实现区域卫生健康体系建设持续发展。
This paper summarizes the problems of low security, poor sharing, imperfect regulations, weak awareness of privacy protection, low awareness of residents, and difficulties in household investigation in the management of the resident electronic health records of in Inner Mongolia. Combined with the present situation and characteristics of the development of electronic health records in Inner Mongolia, this paper puts forward a series of targeted measures such as focusing on information security, promoting interconnection, improving the policy environment, strengthening privacy protection, and raising awareness and recognition and improving the comprehensive quality of the staff. It aims to gradually build and perfect the resident electronic health record system, facilitate the masses to see a doctor, regulate medical service behavior, improve the efficiency and quality of medical service, and finally realize the sustainable development of regional health system construction.
