摘要
经济与生态环境系统协调发展是当今社会共同关注的热点话题,民族地区经济发展滞后,生态环境恶劣,并且近年来宁夏经济与生态系统呈现出较大的"剪刀差"。经济生态系统协调发展问题日益严峻。通过构建宁夏经济生态系统评价指标体系,运用2007～2016年时间序列数据,采用熵值赋权法与耦合度、耦合协调模型对宁夏经济与生态系统耦合协调发展关系进行评价研究。研究表明:经济系统呈逐年上升趋势,生态系统呈先增后降的趋势,经济与生态系统耦合度呈波动下降态势,宁夏经济与生态系统耦合协调度呈上升态势;宁夏经济生态系统经过了勉强耦合协调、调和耦合协调、低级耦合协调3个阶段,并且由环境滞后型过渡到经济滞后型,且在2010年后一直处于环境滞后型。最后发现宁夏经济生态系统协调发展的问题,并提出建议与对策。
The systematic coordinated development of economy and ecological environment in today’ s society is a hot topic of mutual interests.In ethnic minority areas,economic development lags behind and ecological environment gets deteriorated.In the recent years,the economic and ecological system of Ningxia presents a larger "price scissors".The problems of coordinated development of economic and ecological system become more and more serious.By building an economic ecosystem evaluation index system for Ningxia and using the time series data from 2007 to 2016,entropy value method and coupling and coupling coordination model are adopted to evaluate the coupling and coordination development relationship between economy and ecological system in Ningxia.The results show that there is an upward trend in the economic system.However,the trend in the ecological system increases first but drops then.Coupling of the economy and ecology system presents decrease volatility,and coupling and coordination of economic and ecological system in Ningxia presents an upward trend.The economic and ecological system in Ningxia undergoes the stages of barely coupling coordination,harmonic coupling coordination,and low-level coupling coordination,with transition from environmental lag to economic lag.However,the system has kept in the state of environmental lag since 2010.Finally,problems of the system are found out,and suggestions and countermeasures are put forward accordingly.
