摘要
军民融合和绿色发展作为我国高度重视的国家政策,在优化资源配置、优化产业结构、技术创新升级等方面有着共通之处,若能组合得当、协调共进,将有助于我国经济建设和国防建设的统筹发展。鉴于目前少有学者考虑到这两者的相关性,研究协调性政策,本文指出了军民融合和绿色发展两项政策的互通性,对文献和政策的分析论证了两者协调发展的理论可行性,并据此提出了将绿色发展产业结构优化体系推广至军民融合,实行军民融合资源配置优化时关注耗能和排放问题,这两个可以同时达成军民融合和绿色发展政策目标的实施策略,进一步探讨实现政策协调一致的有效途径及其推广意义。
Great importance is attached to civil-military integration and green development in China,which share many commonalities in terms of resource distribution optimization,industrial structural optimization,and technological innovation.If coordinated and handled appropriately,these two policies can contribute significantly to both economic and national defense development.In regard of literature inadequacy concerning their policy connection and harmonization,this paper discusses the policy in-teroperability of civil-military integration and green development,and their policy harmonization feasibility.On this basis,it is proposed that the industrial structural optimization system of green development should be extended to civil-military integration,whose resource distribution optimization implementation should take energy consumption and carbon emission screening system into account in turn.This implementation strategy helps achieve the two policy aims of civil-military integration and green development simultaneously.This paper finally discusses effective policy harmonization routes and the significance of their extensions.
