摘要
本文通过研究当前口岸通关改革中出现的全国通关一体化、国际贸易"单一窗口"、"三互"大通关等措施,从"粘性"视角剖析了上述措施所蕴含的内在规律——口岸通关监管运行机理。在此基础上,本文同时构建了针对上述措施可产生效果的改进二次相对评价模型。研究发现,口岸货物通关过程中确实存在"通关粘性",包括"绝对粘性"和"效率粘性"。海关通过"业务守门人"的业务需求、业务分解、业务重组以及业务再分配,能够有效地降低固有的"通关粘性"。改进二次相对评价模型也能够作为量化口岸通关监管运行效果的测量工具。
The paper looks into the intrinsic rules,namely the operational mechanism of customs procedure,of national integrated clearance,international trade single window and 3M measures adopted in the reform of clearance at the port.After that,the paper constructs the improved secondary relative evaluation model for the results of those measures.It is found that there exists the customs stickiness,including the absolute stickiness and efficiency stickiness in the process of customs clearance.By way of gatekeepers’ business needs,business breakdown,business reorganization and business redistribution,the customs stickiness can be effectively reduced.The improved secondary relative evaluation method can be used as a quantitative tool to measure the effectiveness and efficiency of the customs clearance.
