摘要
为了减少江苏省海洋渔船沉船事故的发生,对多起事故原因进行了分析,并通过对江苏省海洋渔船装载状况进行详细调研,提出了包括航区、甲板装载、船舶受风面积、渔获物数量等在内的渔船装载限制评估模型,并采用满足渔船法定检验规则要求的稳性核算方法及数理统计中抽样分析方法,进行江苏省海洋渔船船型的最大甲板允许装载评估研究。研究得出了无稳性计算资料的海洋渔船航行装载限制,如船宽5 m以下渔船仅能在沿海航区作业,船舶证书中无吃水限制的渔船干舷应不小于基本干舷,船宽5. 6 m以上钢质渔船宽度每增加0. 2 m可允许甲板装载量增加5~6 t等。研究结果应用以来,江苏省海洋渔船因风灾导致的沉船事故及人员死亡数量明显减少。
In order to reduce the occurrence of shipwrecks of marine fishing vessels in Jiangsu Province,accident reasons for several sunken ships were evaluated based on detailed survey,and an evaluation model for loading of marine fishing vessels was put up that included navigation area,deck loading,area of wind,and catch quantities.According to the model,the safe maximum allowable deck loading quantities were investigated on basis of the fishing vessel legal inspection rules for stability and sampling analysis method in mathematical statistics.It was concluded that the navigation area and the loading limits of fishing vessels with non stability calculation data were as follows:fishing vessels with breadth of less than5m can only operate in coastal navigation areas,the freeboard of fishing vessels without restrictions in ship certificates should be no less than the basic freeboard,and steel fishing vessels with breadth more than5.6m can be allowed to increase deck loading by5-6tons with the breadth increase of0.2m.In the past several years,the number of marine wreck accidents and number of deaths by wind damage on fishing vessels are significantly reduced in Jiangsu Province by this model.
