摘要
通过对多中心治理理论、公众参与的阶梯理论以及公共危机管理理论的分析研究,确立了公众参与社区减灾的主体、内容、方式、阶梯模型与评估,而后选择了南京市的三个社区对其社区减灾中公众参与的情况进行现场调研,并进行描述性分析,总结出城市社区减灾中公众参与的现状问题,并提出相关对策建议,旨在有效地预防社区灾害,降低灾害带来的损失,构建可持续发展的减灾社区。
Through the analysis of the theory of multi-center governance,the ladder theory of public participation and the theory of public crisis management,this paper establishes the main body,content,mode,ladder model and evaluation of public participation in community disaster reduction,then selects three communities in Nanjing to conduct on-site investigation on the public participation in community disaster reduction,and carries on the descriptive analysis.Therefore,this paper summarizes the present problems of public participation in urban community disaster reduction,and puts forward corresponding countermeasures and suggestions,aiming at effectively preventing community disasters,reducing the damage caused by disasters,and constructing a sustainable and disaster-reducing community.
