摘要
电网投资效率效益一直是电网公司关注的焦点,尤其在输配电价改革形势下。从效率效益视角,构建输配电价监管下电网投资效率效益评估指标,并基于输配电价相关参数约束、财务指标标准值、规程规范测算各指标的评估标准;基于评估标准,通过粗糙集和逼近理想解法给出了不同地区电网投资项目效率效益评估算法。算例表明,在满足安全可靠性条件下,转资率、资产利用效率、投资回报率和投资与电量的匹配性成为投资决策主要考量因素。
The efficiency and benefit of grid investment have always been the focus of grid companies,especially in the situation of transmission and distribution price reform.In view of the efficiency and benefit,the efficiency and benefit evaluation index of grid investment is established under the transmission and distribution price supervision,and the evaluation criteria for each index is given based on the relevant parameter constraints of the transmission and distribution price,the standard values of financial index,and the procedure and specification;the assessment method for the efficiency and benefit of grid investment in different regions is given through rough sets and technique for order preference by similarity to an ideal solution(TOPSIS)based on the evaluation criteria.Examples show that major factors such as the conversion rate of asset,asset utilization efficiency,rate of return,and matching of investment and electricity are considered to support investment decisions under the satisfied condition of safety and reliability.
