摘要
基于现代文化总体规划编制的一般范式,《宁夏回族自治区"十三五"时期文化发展改革规划纲要》分析了编制的工作背景和意义,以问题导向为主,重点就《纲要》的框架内容、体系构成、保障措施等进行了详细解析。在总结案例规划编制的主要技术经验的基础上,提出了优化同类规划编制水平的有关建议。
Based on the general paradigm of compiling the master plan of modern culture,this paper analyzes the working background and significance of compiling the Outline of Cultural Development and Reform Plan for Ningxia Hui Autonomous Region during the 13th Five-Year Plan period,focusing on the problem-oriented,with a detailed analysis of the planning framework,system composition and safeguard measures.On the basis of summing up the main technical experience of planning compilation,some suggestions on optimizing the level of similar planning compilation are put forward.
