摘要
改革开放以来,中国积极利用外资,并成为吸收国际直接投资大国。近年来,伴随着经济结构转型升级,中国外商投资企业的营商环境也出现结构性变化。美国在"301调查"报告中对中国外商投资环境横加指责。本文根据外商投资动机,对不同类型外商投资的营商环境进行评估,测算外商投资营商环境的吸引力指数和潜力指数,得出中国外商投资的总体营商环境状况。中国总体营商环境具有较强的国际竞争力,也存在一些短板。据此,提出改善外商投资企业营商环境的着力点。
Since China started its reform and opening-up forty years ago,it has been actively encouraging foreign enterprises to invest in the country and become a major destination for foreign direct investment.In recent years,with the transformation and upgrading of its economic structure,its business environment for foreign enterprises has also undergone structural changes.In its Section 301 investigation,the United States criticized China of having failed to provide a sound environment for foreign investors.Based to analysis of the motives of foreign investors in China,this article evaluates business environment for the different types of foreign investors and uses the attractiveness and potential indexes of business environment for foreign investors to grasp the general conditions of business environment for foreign investors.China is quite competitive in terms of overall business environment but it also has some room to make improvement.Based on the evaluation results,the article puts forward suggestions for improving the country’s business environment for foreign enterprises.
