摘要
面向建设世界级城市群的总体目标,京津冀城市群在转型发展过程中面临着城镇体系结构失衡、高端功能过度集聚、区域创新网络缺乏关联、生态环境严重恶化等问题。在京津冀成长为世界级城市群的过程中,二级城市的作用举足轻重,对其空间战略资源的整合与利用更是至关重要。本文将以保定市为例,探索区域转型与协同发展背景下二级城市的空间战略应对与技术路线。在分析区域格局的基础上,明确城市面临的战略机遇,以多级平台承载非首都功能疏解、统筹都市区一体化发展和人居环境提升三大战略应对京津冀协同发展下的新机遇。
On the way to a world-class urban agglomeration,Beijing-Tianjin-Hebei Urban Agglomeration has its own problems,such as imbalance of urban system,excessive concentration of advanced functions,lack of correlation in innovation networks and environmental degradation.In this process,the"second-tier city"plays a very important role.This paper takes Baoding and Tangshan as examples,aims to work on the spatial strategy of second-tier cities.Based on the regional analysis,it suggests a N-level bearing platform strategy,an urban area whole planning strategy and a human settlement improvement strategy.
