摘要
目的研究中国人均卫生费用及筹资结构与社会人口指数的关系。方法基于2009—2015年中国大陆地区30个省(市、自治区)的面板数据,采用面板分位数回归模型分析社会人口指数(socio-demographic index,SDI)对人均卫生费用及筹资结构的影响。结果社会发展水平的提高推动了卫生总费用的增长,且这种推动作用随着人均卫生费用水平的提高不断增大。社会发展水平的提高对人均政府、人均社会和人均个人现金卫生支出有不同程度的促进作用,促使卫生费用结构逐渐优化。医疗卫生与计划生育支出占一般公共预算支出比例、人口老龄化和每千人口床位数也对卫生费用及筹资结构产生不同程度的影响。结论各因素对人均卫生费用及筹资结构的影响在不同分位数水平下表现出较大差异,故各省份应探索符合自身情况的筹资模式和费用控制政策。
Objective To study the relationships of per capita health expenditure and financing structure to sociodemographic index in China.Methods Based on the panel data of 30 provinces(cities,autonomous regions)in China's Mainland from 2009 to 2015,the panel quantile regression model was used to analyze the impact of the socio-demographic index(SDI)on per capita health expenditure and fund raising structure.Results The development of the society promoted the growth of total health expenditure,and the promotion effect increased with the per capita health expenditure.The improvement of social development will promote the health expenditure of per capita government health expenditure,per capita social health expenditure and per capita out-of-pocket,and promote the gradual optimization of the structure of health expenditure.The proportion of the expenditure on health care and family planning accounting for the share of general public budget expenditures,the population aging and beds per 1 000 population also have various degrees of impact on the health costs and funding structure.Conclusion The impact of various factors on per capita health expenditure and financing structure shows great differences at different quantile levels.Therefore,provinces are supposed to explore financing patterns and control policies in line with their own conditions.
