摘要
现行社区居家养老服务实践中面临供需不匹配、社会参与度低、资源整合困难、合作与监督机制缺失、资金短缺、养老服务人员专业化水平低等诸多挑战。而信息时代下互联网技术与理念的植入提升了社区居家养老服务的精准化水平和其它主体的参与度,扩展了养老服务内容并使服务体系的闭合循环得以形成,从而能有效应对上述挑战。因此,应大力发展基于"互联网+"的社区居家养老服务新体系,具体讲,应从需求与供给体系、制度与运行体系和技术与社会支撑体系等方面进行战略设计与建构。
Current community home care service practice faces many challenges,such as mismatch between supply and demand,low social participation,resource integration difficulties,lack of cooperation and supervision mechanism,capital shortage,low professional level of pension service personnel,etc.In the information age,the implantation of the Internet technology and the concept has improved the precision of community home endowment service level and the participation of other subjects,expanded the pension service content and allowed the closure cycle of the service system to form,so that we can effectively meet the above challenges.Therefore,we should vigorously develop the new system of community home care services based on“Internet+”.Specifically,strategic design and construction should be carried out from the aspects of demand and supply system,institution and operation system and technology and social support system.
