摘要
分析了人才严重缺乏是河南省技术创新乏力的根本原因 ,同时指出人才集聚是河南省走出技术创新乏力低谷的最佳办法 ,而人才集聚需要以优惠的人才政策为依托 ;河南省已经出台、实施了一系列人才政策 ,但还具有一定局限性 ;
In this article, it is analysed that Henan province doesn't possess a strong technological innovativity mainly because she is seriously short of talents, and it is pointed out that talent augment is the outlet for such a situation. Yet, talent augment must be made on the basis of honored policies. Henan province has passed and carried out a number of honored policies, but they have some limitations. To further improve the honored policies, some suggestions are finally put forward.
