引进贷款机制是发展高教事业的必然选择,但必须改进和完善贷款办学的资金管理体制。
It is a must to introduce the loan mechanism to develop the undertakings of the instiutions of higher learning. But its capital control system must be improved and perfected so as to run the school well.
