摘要
我国交通基础设施综合运输体系建设有了实质性进展,但还存在总体规模偏小等问题。分析了交通运输及通讯等基础设施与区域经济发展的关系和作用。指出目前我国基础设施与经济发展战略是基于区域协调发展的非平衡基础设施发展战略。并指出了未来区域经济的空间架构、西部交通基础设施规划原则和重点内容。为此,提出应加快落后地区交通基础设施建设,以促进区域协调发展。还提出在发挥各级政府的先导和主导作用的同时,也应发挥市场机制的作用和为更有效提供基础设施服务,基础设施的经营管理应该进行3项机构和政策改革。
There has been a virtual progress for the construction of China's traffic infrastructure comprehensive transport system. However, there exists the problem of too small overall scale. By analyzing the effects and relationship between the infrastructure (such as traffic/transport and communication) and the development of regional economy, this paper points out that the development strategy for China infrastructure and economy is currently an unbalanced infrastructure development strategy based on harmonious development of regions. It also suggests the structure of future regional economy, the planning principles and focal points of western traffic infrastructure. For this purpose, this paper advises to speed up the construction of traffic infrastructure in less-developed regions to accelerate a harmonious development of regions. It also suggests that, not only the leading and directing role of different level of governments but also the role of market mechanism shall be brought into full play. To facilitate providing more infrastructure, the managers of infrastructure shall implement three reforms in aspect of organization and policy.
