Modern society and economy requests modern water development as support and modern water infrastructure will inevitably become strong guarantee of modernization of society and economy. Realization of water modernization demands updating concept, promoting innovation of science and technology actively, and managing water with legislation, regulating water in a scientific manner for the water management modernization.
