摘要
我国水资源短缺现象严重,为缓解水资源供求矛盾,只有“量水而行”,使经济社会和水资源承载能力相协调。在市场经济条件下,必须全面引进市场机制。为促进水资源的优化配置,实现水的总量平衡和结构平衡,满足经济社会发展需要,提高水资源使用效率,必须建立统一、高效、有序的水资源管理体制。
China is short of water. In order to ease contradiction of water supply and demand, we have to do things according to available water to match economic and social development with water resources load capacity. In market economy market mechanism has to be introduced in full extent. For the purpose of promoting optimal distribution of water resources, realizing balance of total volume and structure, meeting demand of economic and social development, integrated, orderly and efficient management institution has to be established.
