摘要
为解决我国人均水资源不足、水资源时空分布不均以及水污染日趋严重的矛盾,水资源管理需要新思路、新策略。即控制水的需求,强调节水优先;加强源头控制,切实防治污染;多渠道开发水源,特别重视开发非传统水资源。
It needs fresh thoughts and new strategies in order to solve water resource scarcity of water availability per capita, unevenly distribution of water in both time and space, and contradiction of deterioration of water pollution in China. That is to manage water demand and strengthen priority of water conservation, intensify source control and prevent pollution from the root, develop multi-channel water sources and pay special attention to non-conventional water resources.
