近年来,越来越多的学者注重研究当前中国农村社会的发展问题,制订了各种形式的农村发展规划,有些是纯经济发展规划,有些是兼顾了社会、科技的综合发展规划。随着研究问题的深入,人们逐渐认识到中国农村的发展绝非是单纯的农业经济问题,而是一个社会、经济、自然相互制约相互促进综合发展的大型系统工程。我国著名的生态学家马世骏先生早在70年代末就已经明确提出了“
