摘要
通过对 1986— 1998年间中国矿产资源采掘业技术进步速度与贡献指标的测算 ,其结果显示技术进步对采掘业产出的贡献较低 ( 2 6 .5 9% )、资金贡献最大 ( 6 1.6 0 % )、劳动贡献最小 ( 11.81% )、中国矿产资源采掘业规模效益递减。为了提高矿产资源合理开发利用水平 ,必须建立促进技术进步的驱动机制 ,主要包括 :建立矿产资源采掘业技术进步合理的系统结构、建立合理的研究与开发机制、建立科学的技术创新与扩散机制。
Based on measures and calculations for the rates of technological change, and the relevant indices of the mineral resource excavating industry between 1986 and 1998, the resulting contribution to the output of excavating industry, by the technological advance, is lower(26.59%). Fund contribution is the largest (61.60%), while labour contribution is the smallest(11.81%) meaning that the Chinese mineral resource excavating industry is decreasing benefit to scale. In order to promote reasonable development and utilization of the mineral resources, driving mechanisms, for improving technological advances, must be established. These mechanisms could include: establishing the system structure for mineral resources excavating; establishing reasonable research and development mechanisms; and finally, encouraging scientific/technological innovation.
