摘要
入世以后 ,中国国际反倾销工作面临巨大挑战 ,应对国外倾销与反倾销 ,是一项涉及经济、政治、法律、管理等诸多领域的系统工程。本文认为 ,国家有关部门 (包括立法部门和企业 )应及时制定“适世”的措施 ,了解与洞悉国际反倾销的规则 ,统一部署应对国外反倾销的中期、近期、即期策略。在分析我国对进口产品反倾销实践的基础上 ,文章提出目前我国反倾销工作的重点在于完善反倾销立法、调整反倾销机构的职能和发挥行业协会的作用。
By entering WTO, Chinese anti-dumping is faced with great challenge, anti-dumping is a system project engaged in economy, politics, law, management. The author suggests that the state should make measures of entering WTO, be familiar with international anti-dumping regulations, and deploy anti-dumping strategy in short, medium and long term. On the basis of analysis of Chinese import anti-dumping practice, the paper puts forward to stresses of Chinese anti-dumping: making and perfection anti-dumping law, regulating the function of anti-dumping organ, and exertion of associations.
