摘要
我国高教体制创新是在党中央、国务院领导下自上而下、有秩序、有步骤地进行的 ,体现出很强的政府主导型特征。我国高教体制创新所经历的三个阶段 ,已充分显示出政府主导行为的必然性及其积极功能 ,但是政府主导行为与制度变革目标不可避免地存在冲突 ,随着高教体制改革的进一步深入 ,政府行为应做相应调整。
Under the leadership of the Party Central Committee and the State Council, China's higher education innovates its system orderly from top to bottom and step by step, thus it exhibits strong characteristics of government dominance. The three stages that the process has undergone fully manifested the necessity of government dominance and its active functions. However, with the deepening of the reform, the goals of system reform will unavoidably conflict with government dominant behaviors, which must be regulated correspondingly.
