摘要
技术创新是保证和促进中小企业迅速发展的基础,但中小企业受规模小、资金短缺,人才以及信息不足的制约,因此,要加快中小企业技术创新的发展,首先必须营造有利于中小企业技术创新的法制环境、管理环境、融资环境和文化环境。
The technological innovation is the base for guaranteeing and promoting the rapid development of small -and medium -sized enterprises. But these enterprises are restricted by their small scales and the shortage of funds, talents and information. Therefore, it must be in the first place to construct law environment,management environment, fund environment and culture environment which do great help to technological innovation of small - and medium - sized enterprises in order to accelerate their development.
