摘要
公平与效率既是一个理论问题 ,又是现实问题 ,摆正两者的关系具有十分重要的现实意义。公平不在于收入差距的大小 ,而在于收入与贡献的一致性。公平是影响效率的社会因素 ,它与效率是一种正相关的关系 ,而不是相反的关系。政府的功能在于倡导公平 。
Fair and efficiency are both theoretical and realistic problems.It is very important to put them in the right position.Fair shows no difference between income and devotion,instead of big or small difference in income.Fair,a kind of relation efficiency,is a social factor which influences efficiency.The function of government is to initiate fair and improve effciency.
