摘要
本文认为 ,我国农村转移人口的主要目的地是市而不是建制镇 ,为了实现农村人口城市化的量和质的同步提高 ,必须将都市经济圈发展战略提升到与小城镇发展战略并行实施的国家城市化发展战略 ;而且 ,要将农民的职业转移、空间转移和身份转变作为相互关联的整体 ,推进其“三位一体”的系统性转化。要达此目的 ,必须尽快破除城乡分割的“二元结构” ,重构城乡整合发展的制度架构。
This paper points out the destination of urbanization should be cities,not small towns,and should upgrade metropolitan development to the position as important as that of small towns,for the aim of both quality and quantity of urbanization. A new urban rural integral development institute should be set up for rural population to realize the transition from the aspects of employment,spatial and status.
