摘要
耕地是保证社会经济发展最重要的自然资源。由于耕地必须具备特殊的自然条件,因而决定其数量的有限性,在人多地少的我国,保护好耕地尤为重要。目前我国耕地安全存在严重危机,必须采取有效措施使之得到切实保护,以保证我国社会经济的顺利发展。
The cultivated land resource is the important base for existence and development of the society .this is even more important in China as she has a large population, and little cultivated land. The aim of The law of land management and the overall planning of land use is to strengthen the land management in legal system and to protect cultivated land resource. However, at present land management still has not developed along the right track, and cultivated land has not been effectively managed. The situation is very critical, as a lot of problems such as the irregular relation between law and power, the imperfection of finance system and the mechanism of land management, and the defect of land use plan, etc. still exist It is necessary to solve those problems for protecting cultivated land and strengthening the base of national economy.
