摘要
草原荒漠化的原因 ,是多方面的。其中 ,低效率的制度安排是关键因素。制度包括正式制度、非正式制度以及实施机制等诸多因素。为遏止草原荒漠化 ,须进行制度创新 ,特别是产权制度、土地使用制度、补偿生态赤字制度以及激励机制方面的创新。
There are many reasons accounting for the grassland desolation.The main factor is the low efficiency of the institutional arranagement.The institution consists of formal institution,informal institution and operating mechanism,etc.To control the desolation of grasslands institutional innovation is needed.Such innovation as property right arrangement,the use of land,complementary ecological deficit system and excitation mechanism are especially important.\;
