摘要
国有经济在东西方国家有着不同的起源 ,但是 ,国有经济作为一种客观存在在所有国家具有其共同性的理论依据 :一是提供公共产品 ;二是存在于自然垄断行业 ;三是有利于进行宏观调控 ;四是有利于国家安全和实现国家战略目标。作为发展中的社会主义国家 ,我国的国有经济更是有其存在的特殊性理论支撑 :一是作为社会主义国家经济基础的需要 ;二是作为发展中国家主导产业政策的需要。
State owned economy has different origin between the East and the West, but, there is uniform theoretic foundation in all of world as state owned economy is objective existence 1) It can provide public goods; 2) it exists in natural monopolization industry; 3) it is advantageous to macroeconomic control; 4) it is advantageous to nation security and realization of nation strategic objective Since China is developing socialist country, the existence of state owned economy has special theoretic foundation: it is the requirement of socialist economy basis and leading industrial policy in developing country
