摘要
本文在新制度经济学的框架内 ,对农民焚烧秸秆的现象进行经济学分析 ,通过分析 表明 :虽然从一般意义上说 ,技术与制度密不可分 ,都是提高效率的有效手段 ,但在有些情 况下 ,制度及其创新却不能有效地促进效率的提高 ,即制度失灵。农民焚烧秸秆就说明 , 在一定的情况下 。
Using the tool of New-institutional Economics, this paper analyzing the phenomenon of burning stalk, By analysis, we can draw the conclusion that as the way of improving efficiency, though generally institution and technology is not separable and can impulse each other, in some case, institution can't improve efficiency effectively, we call this institution failure, so in this time technological innovation is more important than institution innovation.
