摘要
本文通过对引黄工程自身特点、供水区水市场及水资源管理体制等制约引黄工程初期正常运营的障碍性因素进行分析,初步探讨引黄工程这一大型公益性基础设施建设项目如何走出运营初期困境的对策建议。
Through the analysis of impediment f actors constraining the normal operation in initial stage of the Wangjiazhai YRDP,such as the featur es of the YRDP itself,the market cond ition of water supply area and the management system of the water resou rces,Some proposals that the YRDP,a great infrastructure of public welf are work extricates itself from predica ment in initial stage of operation are presented.
