摘要
目的探究适合上海市医疗改革尤其是医保改革条件下的社区卫生服务中心人力资源配置和发展的有效途径。 方法选取目前覆盖上海市 95家已转制为社区卫生服务中心的卫生人力资源 ,进行问卷调查 ,主要调查卫生人力资源的年龄、学历、职称构成及相关问题 ,对资料进行分析。 结果目前上海市社区卫生服务中心人力资源结构不尽合理 :人员多 ,但中高级人才明显缺乏 ;学历层次低 ;男女比例以女性占多数。 结论社区卫生服务中心人力资源结构不合理有多种因素造成 。
Objective This study attempts to explore the way to effectly allocate and develop the manpower in Community Health Service Center (CHSC) under the condition of medical services and insurance reformation in Shanghai. Methods To investigate and analyses the factors of manpower including age, diploma, title and gender based on the information collected through surveying 95 CHSCs. Results The structure of manpower in CHSC is not reasonable: low medical education level, lack of experienced staff and more female than male staff. Conclusion Need several approaches to solve the problems existed in CHSC since the causes are different.
