摘要
资本帐开放就是取消对资本流动的限制,它涉及到实际经济部门与金融业各方面。因此,资本帐开放的成功应该具备起码的工具、制度与市场。如现代企业制度、适当的宏观经济政策、相应的金融市场体系等。而在考虑资本帐开放的顺序问题上,并非孰先孰后,而是如何根据我国具体情况采取一种综合性的方式。既把资本帐开放顺序放在整个经济体制改革与金融体制改革中来考虑,也把资本帐开放顺序看作是金融体制改革的有机部分。在我国,国内外形势迫切需要人民币资本帐可兑换加快步伐,同时我国的资本管制又使得人民币资本帐可兑换面临着困难与问题。政府应根据现有的条件来确定人民币资本帐开放的政策,走出以往的困难之境。本文认为,人民币资本帐可兑换的条件应该是在大力的改革过程中生成,而不是出现了这些条件后才改革。
The openness of C/A is to cancel the restriction on the flowing of capital, which involves economic departments and financial field. Therefore, a successful openness need necessary implements, institution and market, such as modern enterprise system, appropriate macro-economic policy, financial market system, etc. As for the opening order, we need to seek a comprehensive method according to Chinese concrete conditions. We should put the order in the consideration of the nation-wide economic and financial system reform, treat it as a necessary part of the latter.In China, it is urgent to accelerate the pace of free exchange of C/A, while it also faces difficulty because of the capital restriction. Our government should take measures to walk out of the plight. This paper argues the conditions for money exchange will come into being during the reform, we should not wait until they exist.
