摘要
我国在进行物质资本产权制度改革的同时必须尽快建立一个有效的人力资本产权制度 ,充分发挥人力资本产权的激励、收入分配及配置等重要功能 ,以促进人力资本的形成和有效利用 ,这是我国在知识经济时代能否实现现代化目标的重要保证。
In the meantime of the reform on the property right system of material capital, China should establish an effective property right system of human capital as soon as possible. In this way, the functions of property right of human capital, namely, incentives, income distribution and allocation, can be fully put into use. This can promote the formation and effectively application of human capital, which guarantees the goal of modernization in the times of knowledge-based economy.
