摘要 随着车辆的日益增多,道路交通安全也就成为公安、交警系统的一个重要问题。传统的固定式电子警察监控系统普遍存在建设周期长、监控范围有限、功能单一等缺陷,在车速高、全封闭的高速公路上难以发挥长处。本文介绍一种新型移动式抓拍系统,以4G无线技术为载体,集成了先进的图像处理技术、卫星定位技术,通过在巡逻车上安装摄像头及配套设施,可实现道路违章行为的自动抓拍、实时路况记录、证据图片回传、自动车牌识别等功能,完善智能交通系统的非现场处罚系统。此系统具有结构简洁、功耗低、抓拍准确、功能齐全等优点,能有效的利用当前警力,提升道路违章管理效率,满足当前建设智慧交通系统的实际需求。 With the increasing number of vehicles,road traffic safety has become an important issue in the public security and traffic police systems. The giant scale of modern expressway and huge number of vehicles lead to severe safety issue which is the primary concern for both citizens and polices. The traditional stationary electronic police system suffers from several defects,including the long construction period,limited surveillance area and unitary function. The performance of traditional electronic police could be affected by the speed of vehicles on the expressway. This paper states a new type of electronic police which is a mobile,vehicle-mounted capture system. The system is constructed based on the 4G wireless transmission. Advanced image processing techniques,GPS and intelligent analyzing system are combined to form a special system which could be applied to nearly all situations where traffic surveillances are needed. The main functions of this system include real-time traffic surveillance,automatic plate recognition,traffic offence capture,etc. The vehicle-mounted capture system is a light-weight,low power consumption system. Due to its accuracy on capturing traffic offence behaviors,it can be used as a powerful tool to improve the efficiency of expressway management and reduce the risk of traffic accident.
