摘要
中国人口政策的发展过程,是根据不同时期的人口、社会、经济等方面的状况和问题不断进行调整的。进入21世纪,中国面临着人口生育率低、老龄化不断加剧、性别比严重失衡、人口红利减退等新的形势和问题,因此人口政策也应进行相应的调整,＂普遍二孩＂政策的提出正是顺应了这种新形势的要求。＂普遍二孩＂政策实施的社会效果可以进行一定的理性预期。中国人口政策应当逐步实现从行政管理手段向社会调整机制转化,从特殊政策向新常态转化,从人口子系统的具体思维向宏观社会经济总系统战略决策转化。
The paper find that our country＇s population policy is constantly adjusting according to the different situation and problems of population,social and economic at the different periods by reviewing the development process of population policy of our country since the founding of the nation. Because our country is faced with new situation and problems of low birth rates,aging problem,the imbalance of the population sex ratio and demographic dividend decrease at present,the population policy should adjust; and based on this,the＂universal two- child＂policy is issued. At last,the paper prospect the expected effect of the ＂universal two- child＂policy,and offer proposals to the development of population policy of our country.
