摘要
本文结合环保部各项目排污许可制文件及国家和河南省排污许可发展现状,重点介绍了排污许可制实施的目的、意义,国家和河南省排污许可制实施情况以及排污许可制改革尚面临的问题等,以期为后续排污许可证的改革、发展、完善提供借鉴与参考。
This paper introduced the propose and significance of the implementation of pollution permit system, the implementation of pollution permit system in China and Henan Province, and the status quo of pollution permit system in Henan Province, in order to provide reference and reference for the reform, development and perfection of pollutant discharge permit system.
