摘要
职业教育国际化政策是职业教育国际化行动的依据和指南,借助质性分析工具NVivo,以42份国家层面职业教育国际化政策文本为研究对象,建构政策文本分析的理念、目标、内容、路径和保障五个维度,阐释改革开放40年中国职业教育国际化政策逻辑变迁四个阶段,即认知阶段(1978-1992年)、成型阶段(1993-2003年)、细化阶段(2004-2012年)和升华阶段(2013-2018年),提出未来一段时期职业教育国际化政策应通过实施国际品牌机制、参与国际治理机制、服务国家战略机制和促进人文交流机制,促进职业教育国际化政策的不断完善。
The policy of internationalization of vocational education is the basis and guide for the internationalization of vocational education. With the help of the qualitative analysis tool NVivo, taking 42 national policy texts on the internationalization of vocational education as the research object, the five dimensions of the concept, goal, content, path and guarantee to analyze policy texts are constructed. This paper explained the four stages of the logical transition of China's vocational education internationalization policy during the past 40 years of reform and opening-up, such as the cognitive stage(1978-1992), the molding phase(1993-2003), the refinement phase(2004-2012) and the sublimation phase(2013-2018), and proposed, in the coming period, to implement the international branding mechanism, participating in international governance mechanisms, serving the national strategic mechanism and promoting humanities exchange mechanism, so as to improve the continuous improvement of the internationalization policy of vocational education.
