摘要
通过三年国土资源大调查———“土地利用动态遥感监测项目”的实施,为全国土地利用动态遥感监测体系的建设奠定了良好的基础。因此,专门设立了“全国土地利用动态遥感监测体系建设研究”项目。本文在“全国土地利用动态遥感监测体系建设研究项目”的基础上,重点叙述了体系建设的必要性和可行性;提出了体系建设的指导思想、实现的目标和监测内容;探讨了体系建设的框架、技术路线和方法,并为体系的建设和完善提供参考性建议。
The implementation of the project,“Dynamic Monitoring Land Use by RS' has provided foundation for the system creation of dynamic monitoring of national land use by Remote Sensing (RS). Based on this project, the possibilities and feasibilities of monitoring national land use by RS are explained in this paper. The guidelines, objectives and contents are brought forward. Additionally, the framework and technical methods of system construction are explored. Finally some comments and suggestion are put forward.
