摘要
[目的/意义]机构知识库的可持续发展离不开开放获取政策体系的支撑,完善的机构知识库开放获取政策体系对于机构知识库的运行起到指导和规范作用。[方法/过程]文章通过对我国机构知识库开放获取政策的调查,分析当前政策的不足。在借鉴现有成果的基础上,从国家宏观政策、机构指导政策以及机构知识库管理政策三个层面对机构知识库开放获取政策体系的内容进行研究。[结果/结论]从选取试点机构、政策制定的沟通合作以及增强开放获取意识等方面对我国机构知识库开放获取政策体系的制定和实施提出建议。
[Purpose/significance] The sustainable development of institutional repository can＇t be separated from the open access policy system support,and the improved institutional repository open access policy system plays a guiding and normative role in the operation of institutional repository. [Method/process] Through the investigation of China＇s institutional repository open access policy,this paper analyzes the insufficiency of current policies. Based on the existing achievements,the paper studies the open access policy system content of institutional repository from the levels of national macro policy,the institutional guidance policy and institutional repository management policy. [Result/conclusion] The paper proposes some suggestions on the formulation and implementation of institutional repository open access policy system in China from the selection of pilot institutions,communication and cooperation in policy development,open access awareness enhancement and other aspects.
