改革开放四十年中小学减负政策变迁及走向分析 被引量:72

Analysis on the Changes and Trends of the Burden Reduction Policy of Primary and Secondary Schools in the 40 Years of Reform and Opening up

摘要 改革开放四十年来,我国出台中小学减负政策35部,其中,针对减负的专项政策11部,相关政策24部。中小学减负政策的变迁历经了片面追求升学率纠正时期、素质教育推进时期、新课程改革时期、全方位减负时期四个阶段,其变迁走向具体表现为:从单纯治标走向标本兼治、从基于经验走向基于科学、从简单粗放走向精准施策、从行政惯性走向制度规约、从教育主管走向齐抓共管、从教育管理走向综合治理。 In the past 40 years of reform and opening up, China has issued 35 policies of burden reduction for primary and secondary schools, including 11 special policies for reducing burdens and 24 related policies. The change of the burden reduction policy in primary and secondary schools has gone through four stages: the correction of the error of one-sided pursuit of enrollment rate, the promotion of quality-oriented education, the new curriculum reform, and the all-round burden reduction. These changes are specifically from the treatment of only symptoms to the treatment of both symptoms and root causes, from the experience-based tothe science-based, from the simple and extensive measures to the precise policies, from the administrative inertia to the institutional norms, from the educational management being the dominated one to the joint management, and from the educational management to the comprehensive governance.
